In an era where global narratives about Africa often oscillate between despair and paternalism, Dr Paulin Basinga the newly appointed leader of the Bill & Melinda Gates Foundation in Africa, spoke of a vision of philanthropy that prioritizes dignity and partnership over dependency. In an insightful interview with Africa.com, he was clear about his vision: “Africa is not a charity case. It’s a continent full of potential—and our job is to work with others to help unlock it.

For Basinga, the opening of these offices is not merely symbolic. It signals a long-term commitment to embedding philanthropy into Africa’s local ecosystems in a way that strengthens, rather than substitutes, existing structures. “Philanthropy must catalyze change, not overshadow governments or the private sector,” he explains.

As Africa faces intersecting challenges—from climate change to food insecurity—Basinga acknowledges that philanthropy alone cannot solve them. But he remains hopeful. “Our role is to spark the kind of innovation and collaboration that leads to lasting change,” he says.

Expanding presence for greater impact

With new offices in Senegal and Kenya, Basinga is leading the foundation into a new era of proximity and partnership. This move, he insists, is not about expanding influence but about deepening impact. “We learned over time that proximity to policymakers and local communities makes a significant difference in scaling sustainable solutions,” he says, reflecting on the evolution of the foundation’s strategy.

The recent development in Kenya and Senegal is very important as it enables the Foundation to cover the three main Africa regions, thus creating sub-regional hubs. Basinga said, “Expanding our footprint highlights our commitment to a long-lasting relationship with Africa.

Building local capacity, not dependence

Basinga’s career has been shaped by his experiences across the continent—from leading health reforms in Rwanda to strengthening health systems in Ethiopia and Nigeria. It’s a perspective that allows him to see both the opportunities and pitfalls of global philanthropy. He’s quick to acknowledge the dangers of dependence on external funding. “We need to ask ourselves: How do we ensure governments and local institutions sustain these efforts when philanthropy steps back?

The newly opened offices in Senegal and Kenya will deepen partnerships across Africa and work to support local health initiatives while fostering stronger regional collaboration. Central to these efforts is a focus on health system strengthening—what Basinga calls the “bedrock” of sustainable development. “The aim is not to replace government functions but to enhance their capacity to deliver better services,” he explains. This includes everything from supporting data systems that improve vaccine distribution to funding local research institutions that can lead Africa’s health innovations.

Leveraging diverse experience

Basinga’s diverse roles within the foundation have equipped him with a deep understanding of African priorities. From his early work in Rwanda on public health reforms to leading the global policy advocacy team in Seattle, his multifaceted experience spans health system strengthening, human capital development, and economic empowerment. Reflecting on his journey, he says, “Each role allowed me to gain both technical expertise and a deep understanding of African priorities. Now, as I lead our Africa team, I’m applying these experiences to foster a comprehensive approach.

Health, innovation, and trust

At the heart of Basinga’s mission is a drive to ensure Africa becomes a leader in health innovation. He sees locally-led research and production as essential not just for improving access to medicines but for rebuilding trust in health systems. “If vaccines are researched, produced, and distributed in Africa, they will be trusted more,” he argues.

The foundation is already backing initiatives to make this a reality, from the African Medicines Agency, which will strengthen regulatory frameworks, to the Africa Clinical Trial Network, which is equipping research sites across the continent. “These investments aren’t just about infrastructure. They’re about fostering self-reliance and trust,” he says.

Redefining philanthropy’s role in Africa

Basinga’s vision is not without its critics. As philanthropic organizations like the Gates Foundation expand their footprint, some argue they risk entrenching global power imbalances or setting priorities that don’t align with local needs. But Basinga is adamant that his foundation approach is different.

Being African shapes how I lead,” he says. With roots in Rwanda and the Democratic Republic of Congo, and fluency in multiple African languages, Basinga sees his identity as a bridge between global expertise and local realities. “We’re not here to impose solutions. Our role is to listen, to respect local knowledge, and to support the changes Africans are already driving.

This philosophy extends to how the foundation engages the private sector. The foundation has pioneered innovative financing models, such as partnering with banks to lower borrowing costs for smallholder farmers. Yet, Basinga is clear about the limits of philanthropy. “Our return on investment is measured in human impact, not financial gain,” he says.

Basinga highlighted the importance of conducting vaccine research and production within Africa to build public trust and ensure the availability of effective vaccines. He mentioned, “Engaging African researchers and strengthening the vaccine value chain, from clinical trials to production, is crucial.”  Initiatives like the African Clinical Trial Network and support for local manufacturers such as Revital in Kenya and Institut Pasteur in Dakar are crucial for developing a self-sustaining health ecosystem.

Basinga emphasized the pivotal role of philanthropy in addressing market failures, particularly in health innovation. He explained, “Philanthropy plays a crucial role in development but is most effective when strategically applied.” Initiatives like GAVI have significantly increased vaccine availability by mobilizing funds and enhancing immunization systems. The foundation continues to support early-stage research and innovation, such as developing new tuberculosis vaccines, and enhances government functions through data analysis and support services.

Health, agriculture, and women’s empowerment are priorities

The foundation’s top priorities in Africa include health with a focus on polio eradication, combating infectious diseases, reducing maternal and child mortality, and strengthening health systems. Agriculture is also a priority with a focus on supporting climate adaptation, improving access to seeds and fertilizers to boost sustainable agricultural productivity. The foundation is also in the inclusive finance space enhancing financial access for women and smallholder farmers to promote economic empowerment. The foundation also supports literacy and numeracy in primary schools through evidence-based policies as well as digital public infrastructure that enables countries to safely deliver economic opportunities and social services.

 The African Leadership Magazine (ALM) proudly unveils the nominees for the highly-anticipated African Leadership Magazine Persons of the Year (POTY) 2024, following an overwhelming response to the recently concluded call for nominations that attracted submissions from across Africa and the Diaspora. After a meticulous review by the ALM editorial board, the final list of nominees has been announced, and public voting is now open on the ALM website (www.africanleadershipmagazine.co.uk), closing at midnight (CAT) on Thursday, 12 December 2024.

The ALM Persons of the Year (POTY) Awards is Africa’s premier vote-based endorsement, reserved annually for the leading Africans who are contributing towards promoting the continent’s progress, and positively altering Africa’s perceived negative image. The annual award has a 2-step selection process, which provides an unparalleled opportunity for Africans from across the globe to participate in the nomination and selection process of Africa’s most inspiring leaders across various spheres of life in the year under review. The call for nomination is the first stage that kicks off the series of activities, followed by the public voting phase through an online poll for a truly inclusive selection process.

The 2024 POTY nominees embody Africa’s most exceptional leaders, championing transformative change across politics, business, education, philanthropy, public health, and other critical sectors. Through bold leadership and groundbreaking initiatives, they have turned Africa’s challenges into opportunities, fostering sustainable development, wealth creation, and prosperity, and solidifying the continent’s place as a global leader in innovation and progress.

The winners, determined by the online polls, will be announced and formally presented with the award trophies and other instruments of honour at the forthcoming 14th African Leadership Magazine Persons of the Year Awards Ceremony 2024, scheduled for 27–28 February 2025, in Casablanca, Morocco, with the theme: “Inclusive Leadership for an Interconnected Africa: New Paradigms for Future Realities“.

  • Julius Berger Plc Urged to Honour Commitment and Implement Realistic Contract Pricing
  • Abuja, Nigeria— The Honourable Minister of Works, Sen. Engr. Nweze David Umahi, CON, has underscored the critical need for corporate responsibility in Nigeria’s national infrastructure projects, urging Julius Berger Nigeria Plc to uphold their commitment to complete Section II of the Abuja-Kaduna-Zaria-Kano Road. The rehabilitation project, spanning 82 kilometres, has a Federal Government-approved contract sum of ₦740.8 billion, which the Minister insists must be accepted promptly to avoid further delays that could disrupt Nigeria’s economic recovery objectives.

     

    In a meeting at the Ministry’s headquarters in Abuja on October 22, 2024, Sen. Umahi voiced concerns over delays in project mobilisation, highlighting that extended timelines have placed unnecessary burdens on road users and the Nigerian government. He expressed disappointment over continued negotiation efforts spanning more than 14 months without resolution, emphasising that any further delays would trigger potential contract terminations.

     

    The Honourable Minister stated, “This is a time of economic challenges for Nigeria. Contractors must approach pricing with realism, bearing in mind the national interest. A 7-day deadline has been issued for Julius Berger to either accept or decline the reviewed contract terms, as indefinite negotiations undermine both the project and the welfare of Nigerians.”

     

    The visit to the Minister also served as an introduction for Dr. Pier Lubasch, the newly appointed Managing Director of Julius Berger Nigeria Plc, who was accompanied by the outgoing Managing Director, Dr. Lars Richter. Dr. Lubasch acknowledged the importance of the project and committed to reviewing the minister’s concerns.

     

    The Ministry of Works is advancing essential infrastructure initiatives aligned with President Bola Ahmed Tinubu’s Renewed Hope administration, designed to transform road networks and stimulate economic growth across Nigeria.

In addition to receiving this distinguished award, Nabbanja delivered a keynote address to a distinguished audience of global women leaders and changemakers.

    The Global Power Women Yearbook (GPWY) 2024 event took place on 25th September 2024 at the Graduate Centre, City University of New York (CUNY), under the theme “Advancing the Transformative Power of Technology through Women’s Lens: Shaping the Future of Business and Governance.” Organised by the Centre for Economic and Leadership Development (CELD) in collaboration with Amazons Watch Magazine (AWM), the event brought together influential women leaders from around the globe to celebrate their achievements, share insights, and discuss the pivotal role of women in shaping the future of business and governance through technology.

     

    Having served as Prime Minister of Uganda since June 2021, Nabbanja is widely recognised for her transformative contributions to Uganda’s socio-political landscape and her steadfast dedication to public service. With a leadership journey spanning more than two decades, she has played a pivotal role in shaping policy development, governance, and health reforms in Uganda.

     

    A Legacy of Public Service and Leadership
    Born in Kakumiro District, Nabbanja represents her district in Uganda’s 11th Parliament as the District Woman Representative. Her public service career predates her role as Prime Minister, with notable positions such as Minister of State for Health (General Duties) from December 2019 to June 2021, where she contributed significantly to Uganda’s healthcare policies. She also served as Parliamentary Commissioner (2016-2019), where she streamlined parliamentary operations, and as Resident District Commissioner in Busia, Budaka, and Palisa districts (2001-2010), focussing on grassroots governance and community development.

     

    Global Inspirational Leadership Award: Recognising Excellence
    The Global Inspirational Leadership Award recognises female leaders who have demonstrated visionary leadership, impactful governance, and a commitment to empowering communities.     I’ve read with either great interest or dismay, several informed and uninformed comments about the current Aliko Dangote – NNPC brouhaha. Make no mistake about it. This is a battle that has gone viral and taken the global business, financial, and diplomatic community by storm.

    I can not ever recall an attempt of this magnitude by a State-owned company such as NNPC that is designed to discourage, discredit, and destroy a business enterprise of this size, influence, and impact. Never.

    The NNPC has been quick to roll out its official spokespersons and political and media backers. Their aspersions have been fast and furious. In some instances, their logic and rebuttals have just not sounded credible.

    Some members of the public, giddy with delight, continue to denigrate Aliko and the Dangote Group. Rather than deal with the exact and immediate nature of Aliko’s problems with NNPC, they throw up spurious statements about ‘karma,’ and Aliko’s alleged monopolistic business tendencies.

    Others, sensing that there is much more to this ugly public spat than meets the eye, have defended Aliko as most right-thinking entrepreneurial and business-minded Nigerians would.

    The stakes are high. Whether we like it or not,

    1. This is a massive de-marketing of Nigeria, investment wise.

    Proverbially, money only goes where it is made comfortable. Markets and investment analysts always respond to signals. And this one is not good, nor does it bode well for Nigeria.

    Africa and Nigeria, in particular, suffer rightly or wrongly from an asymmetry of perception and information. Ours is a narrative that is in constant need of improvement. Consequently, if you have ever been part of a Nigerian investment road show, you will realize how challenging it is to convince global investors that the country is a desirable investment destination.

    The current drama plays right into the preconceived narrative about Nigeria – a nation where those who sacrifice, indeed become the sacrifice, as someone has already rightly commented.

    2. Outside of the Federal Government of Nigeria, Aliko Dangote is the largest employer of labor in Nigeria. Hundreds of thousands of Nigerians depend on the Dangote Group for jobs and a decent living. They are paid on time and not owed a salary arrears, as is the case with some unmentionables. Many more are direct and indirect beneficiaries of Dangote enterprises across several value chains in the country.

    3. In the daily economic, financial, social, and development landscape of Nigeria, Aliko Dangote is a force to be reckoned with. This is an undeniable fact. Referring to Aliko as a ‘monopolist’ in the oil refining business is one of the most laughable comments I have heard.

    Aside from the huge financial burden (one that has turned Aliko’s hair completely grey in the span of less than a year), the vision, boldness, and logistical genius that it has taken to set up this refinery, is simply mind boggling. As a visionary leader and entrepreneur, he has my greatest respect.

    Regrettably, Nigeria is one of the only countries I know of where those producing nothing and doing nothing take perverse delight in pulling down the accomplished and successful. I guess doing so psychologically detracts from their own failures or their abject lack of accomplishment. If you have lived, worked, or invested in Nigeria long enough, you will be quite familiar with this phenomenon and those it describes.

    At a great cost to Nigerian taxpayers, the country owns and runs four abysmally non-preforming oil refineries in Kaduna, Port Harcourt, and Warri. Scandalously, for decades, Nigeria has spent millions, if not billions of dollars, ‘upgrading’ these elephant projects to no avail.

    What Nigeria has done and continues to do with its oil sector is a scandal of epic proportions. We are one of the world’s leading producers of crude oil, yet it has pleased and profited some to ensure that Nigeria daily exports its raw crude and then re-imports it into the country as refined finished products. Sometimes, Nigeria’s reality is stranger than fiction. But then, sadly, it is what it is.

    The cost to Nigeria in lost revenues, foreign exchange, jobs, and business opportunities is unquantifiable. Yet, the status quo means nothing to some, nor does it move the hearts of the powers that be. For many, the end justifies the means … whatever means possible.

     

    Caught in the middle are millions of Nigerians who daily suffer the indignity of poverty in the midst of plenty. That is the tragedy of Nigeria and the current spat between two key players.

    The saga provides his Excellency, the President of the Federal Republic of Nigeria, Ashiwaju Bola Ahmed Tinubu (GCFR), whose mercurial business mindset is legendary, the opportunity to –

    • Wade in, intervene, calm nerves, and ensure peace prevails.

    • Sanitize Nigeria’s oil sector (a perennial challenge that I am sure even Angels will ask God to be reassigned from), and

    • Quickly bolster global investor confidence.

    I wish the Federal Government, the Dangote, Group, and the good people of Nigeria, all the best.
